That message is the same as you see in Entourage 2001, and isn't entirely accurate. Where you really need to save scripts is in this location: ~/Documents/Microsoft User Data/Entourage Script Menu Items
The main point is that it needs to be located within your Microsoft User Data folder. All Entourage data is stored within the Microsoft User Data folder, which is different for each OS profile, thus creating a mock password protection system. Considering the fact that the Microsoft User Data folder is different for each user, this isn't surprising. However, if you were to adjust permissions, you could get around this by either creating an alias of the entire Microsoft User Data folder or Entourage Script Menu Items folder in another user's documents folder to share them.
