I'm finding that it makes no difference how I set the "Format phone numbers"
preference in the Address Book tab of General Preferences - the Address Book
doesn't follow my formatting, it just leaves my numerical entries as is.

In Palm Desktop, if you format phone numbers to all read (XXX) XXX-XXXX then
you can type in a number string like 4157672676 and it will auto-convert to
(415) 767-2676. If you set the area code to default to (415) then you can
type 7672676 for the same result. The area code preference exists in
Entourage as well, but likewise, it doesn't perform this service for me.

Am I misinterpreting this feature, or is it broken?
