This is technically not a bug; it's proper OS X behavior. If you switch to
an app that only has a single window open, and that window is minimized to
the Dock, the proper behavior is for it to remain minimized.

Do you use tabs? It does offer "Open frame in new tab."

Agree; I end up opening the frame in a new tab and then refreshing the tab.
