This was due to the fact that, at the time Microsoft released this version
of Office, Apple had not released the APIs for enabling Services in Carbon
apps. It was not possible to include it. Services will, no doubt, be
included in the next major update (in my opinion...).

However, there is another limitation that may affect users even after that
update, depending on what version of the OS they have. This is actually an
Apple OS bug. It affects all Carbon apps. The problem is that there is an
artificial and very small limit on the number of items that can appear in
the Services menu. In order to get around it, you have to remove some of the
applications that offer services from the two main applications menus or
submenus, and put them in another folder. Obviously, you remove the ones
whose services you can dispense with. AFAIK this has not been fixed in any
Jaguar release to date, but should be fixed in Panther.
