The workarounds I know of, all of which are far from optimal, are 1) Select "Edit Message", which converts the HTML message to plain text and loses all original formatting, but at least you can then Command+R or Command+Shift+R to reply with selected orig. text embedded in your reply, and any attribution line set in your reply-to prefs will also appear, or; 2) To preserve the sender's original formatting, Use Command+R or Command+Shift+R on the HTML message to bring up a blank reply window and then copy/paste the desired text from the original, but in this case, any attribution line in your reply-to prefs will not appear, or; 3) In Mail & News prefs., click the box "Copy Entire Message In Reply", which will copy over all of the original HTML text, preserving all formatting, and will also include your specified attribution line, but setting that pref. means that you will then have to delete text you don't want in the reply, and every message you reply to will then include the entire orig. message text. Other than those choices, leaving the "Copy Entire Message..." pref. off, and selecting specific HTML text and then doing the Command+R or Command+Shift+R routine, as you say, only brings up a blank reply window (with not even the attribution line appearing), and that seems like a bug to me (or, maybe there's a valid reason for this behavior that someone can explain??).
