My "Export-Import Entourage X" scripts do that: Accounts Export and Import.
It takes about 3 seconds each way.

Again, you might want to look at my free SMTP Location X script, which can
take care of all this for you automatically when you change Location in
Network Prefs.

Yes, I know you'd like it built in Entourage, but in the meantime...
