Why are you saving to disc before forwarding? You can forward a simple HTML
message and retain the formatting and allow you to add your own comments
etc.

If you try to forward a complex html message the formatting will be lost as
the simple html editor in entourage will not be able to generate the code
required to re-render the page. The same problem will affect imported HTML
from messages saved to disk, however, sop you're no worse off.
