Yes, it helps to use the Feedback link and, yes, Microsoft has changed the page it takes you to. When you get there, click on “Send Questions” under “Product Help & Support”. That will take you to a form for both questions and comments. Your posts to this email list will often be seen by Microsoft folks as well.
Finally, Microsoft is already aware that many of us are confused by their handling of version numbers. So far they have chosen not to change anything. The more voices raised in protest :-), the better. My own preference would be for something like this (using Entourage as an example):
Version 11.1.0 (040913) in Office 2004 Version 11.1.1
