Barbara, I upgraded to Tiger, and all is well with Safari. It's important that you choose the "archive and install" option, since that will load new system files, while keeping your old files in a new folder called previous system. You can copy settings, files, etc. from that, if needed. In the interim, you can use the 10.3.8 version of Safari, if you have a backup of your hard drive before the 10.3.9 upgrade.
