A better analogy is you go to pay for your meal and they say they only take
new-style bills and will no longer accept the old-style bills even though
the old bills are still legal tender (standards compliant for our purposes
above). The restaurant is now non-compliant (will not accept all legal
tender) and no, the customer should not feel obligated to run to the bank to
"upgrade" their money.
