Only sort of. If you click Calendar>New>Invite you enter the address of the person whom you want to see. At that point you click the Scheduling button and their free/busy will appear. KMS has some decent manuals on their site. I think the biggest difference between KMS and Exchange is that public calendar permissions are assigned from a user's Entourage client rather than from the Server. Right click on the public calendar or addy book and click "Sharing". You'll see all the sharing properties there.
