I just have the sense that it must have been easier to put it in the
software itself than to create another Sys Pref pane or two...

In recent years, Apple has shown the philosophy that less is more--not as
many upgrade options, build in most of the features that people use (e.g.,
most people don't ever upgrade their video cards, but they do upgrade RAM,
so give them only the RAM upgrade option...etc.).  This would appear to me
to be the case here.

I will agree that it is not very intuitive, but I don't think it was an
attempt to shut others out of the market.  Most folks will never venture
beyond the built-in apps for browsing and email...those are probably the two
most used apps by consumers, and they like having them right there.

(I've been a Mac user since 1986, and I do have Firefox and Opera installed
as well as Safari for various reasons, and use Entourage for most of my
email and Mail for some.)
