Thanks to all for this valuable info...

In my case - I had a four page PDF -  and it would show up differently in
different clients and Web browsers as you described... Since I realized most
people would not know it was multiple pages - they would simply see the
first page - than they would never think to download and open it.

So ultimately, I decided to put the PDF on the Web - and simply provide a
link to it ...  That way it would open properly in the Web browser -
assuming they had the proper plug in.
