I have that here too, and no, background images are not necessary. It's also happening with messages that come to yahoogroups that are set to receive messages in their "New and Improved" rich text setting -- even groups that are made up of all Mac-based users. The workaround I've found is to go to Message > Edit Message, which allows me to select the text I want; sometimes simply hitting reply *will* add the text to the reply, sometimes not, and in those instances, I have to go back and hit Copy and then paste the text as a Quotation.
