Mail, Entourage, and some other mail programs can be quirky when dealing
with attachments.  The easiest solution for me is to read the incoming mail,
then if I want to forward it, I go up to up to "Message", then drop down to
"Forward as Attachment" and click that.  The entire message, with the
attachment will be forwarded to the addresses you select (after you select
"send").

As for the messages you have in your drafts folder, you can start a new
mail, then drag one or more of the drafts messages into the attachments grid
of the new mail, and then send the new mail to the addresses you select.

In each case, you can write a note in the text area of the new or forwarded
message asking the recipient to read the attachment(s).
