It's a Microsoft Publisher document. You'll need Microsoft Publisher (Windows). You can take a look at these threads, and you'll see that the bottom line is: "You need Microsoft Publisher." Not even DataViz can translate it. You could ask the sender to save the Publisher document as a PDF or other supported format (if Publisher can export).
