No. There might be a sort of workaround having a script run on a schedule
every minute that did this for any open new (draft) message in the front.

Please remember that messages sent "automatic" do not look wrong to
recipients on PCs. They will see your quotation marks correctly. It's only
when they reply back to you that your quoted quotation marks get changed for
you only, on your Mac (and then subsequently when re-sent back on a second
reply from you). Does that really matter? You know what you wrote, it looks
fine to the PC recipient. It's only if s/he has to backtrack down to your
previous quoted message on second time around, far down the page, that s/he
will see the wrong characters.

Quite a while ago, I wrote about quotation marks changing when PCs received
them. You replied for me to set the message 'character set' (under the
'options' button in the message toolbar) to Western European (Windows). I do
for an email, but next new email, the Character Set is back to "automatic."
Is there any way to have it be permanently set to Western European? I
couldn't find anything like that in Preferences.
