No. There might be a sort of workaround having a script run on a schedule every minute that did this for any open new (draft) message in the front.
Please remember that messages sent "automatic" do not look wrong to recipients on PCs. They will see your quotation marks correctly. It's only when they reply back to you that your quoted quotation marks get changed for you only, on your Mac (and then subsequently when re-sent back on a second reply from you). Does that really matter? You know what you wrote, it looks fine to the PC recipient.
