I'm in Australia too. I don't see the problem you are having. I'm using Mac OS X 10.5.2 and the latest Entourage 2008. If I show the calendar in day or week view the time on the left is in 24 hour format.
Did you change all the time formats, not just the one currently displayed in the International system preference?
