Thanks much, Mark -- that got it.

The only MS-specific items in home>library>keychains were the following and
after deleting them both (which I didn't try deleting previously because I
have no idea what they are for), the password-required-to-download-mail
problem went away.

Microsoft_Entity_Certificates
Microsoft_Intermediate_Certificates
