It's a homemade sleeve, an iteration on a design used pretty widely 
by tree climbers. It's a specific type of 1/2" ID liquid tight 
electrical conduit (not all liquid tight conduit works well for this 
application), smooth interlocked flat steel coil inside, vinyl on the 
outside. The inside bend radius is about 3". The end caps are also a 
particular type, they are screwed in and are further secured with 
vinyl tape. If you contact me directly I'll give you the specs etc.
