Joe, It might be fairer to let them pay, but judging from the pitiful excuse for reclamation done on strip mine sites here in PA by the coal companies, I certainly don't think they should be the ones doing the reclamation. Plowing everything relatively flat, dumping on some cheap grass seed and sticking in a couple of pine trees hardly is an adequate reclamation, but that is what you get when the offending companies are responsible for the job. Just put enough lipstick on the pig to clear your reclamation bond.
