I don' recall the cost, but the USFS had to purchase these lands (hence the 
appellation "Redbird Purchase Unit") from an intermediary corporation...it was 
a relatively large contiguous block (don't remember the statistics, but I 
digitized the 14 topographic quadrangles it took for Redbird GIS coverage.
But once purchased, the primary mission was to rehabilitate the strip mines, 
and improve the watershed. I was there just over 5 years, but saw improvements 
in both missions, the latter by charting the results of the water quality 
sampling we did after any management activities.  Winter tree planting and fall 
water quality testing were two of my favorite work tasks, at the most pleasant 
times of the year there.

It might be fairer to let them pay, but 
judging from the pitiful excuse for reclamation done on strip mine sites here 
in 
PA by the coal companies, I certainly don't think they should be the ones doing 
the reclamation.  Plowing everything relatively flat, dumping on some cheap 
grass seed and sticking in a couple of pine trees hardly is an adequate 
reclamation, but that is what you get when the offending companies are 
responsible for the job.  Just put enough lipstick on the pig to clear your 
reclamation bond.
