I found this article on the highest treeline in the Northern Hemisphere:

It seems to be the highest treeline in the world as well. The highest altitude 
trees are Juniperus tibetica at 4900 m (=16,000 ft) in southeast Tibet. Here 
tree is defined to be at least 3 metres (10 ft) tall. The article mentions 6 
metres (20 ft) tall Juniperus indica at 4650 m (15,300 ft) in Bhutan.

There, Polylepis tarapacana grows at least 3 metres tall up to 4810 m (15,800 
ft).
