TITLE: KOMODO COMMUNITY AWARENESS AND DEVELOPMENT COORDINATOR
SUPERVISOR: Komodo Project leader
LOCATION: Labuan Bajo, Flores
DATE: July 1, 1999


SUMMARY OF POSITION

The Komodo community awareness and development coordinator is
responsible for designing and supervising awareness programs that i)
build up the constituency and support for Komodo National Park, ii)
design a participatory village-based awareness program for a park
zonation plan and park regulations, iii) raise the awareness on
specific conservation issues such as destructive fishing methods,  and
iv) integrate the marine conservation awareness programs with
alternative livelihood programs, v) identify new sustainable
development programs for local communities.

S/he will be responsible for implementing programs in the following
areas: awareness and education, community-based fisheries management,
institutional strengthening, coalition building, fundraising, park
management, alternative livelihoods, and ecotourism development.

The Komodo community awareness and development officer will work
closely with fishing communities, PKA National park staff, local
government staff, local NGO�s, Conservancy�s personnel, and
consultants while implementing YPAN/TNC project components at Komodo.
S/he is supervised by the Komodo project leader and will assist with
fund raising activities including proposal writing and organizing
field events/trips for potential sponsors. The Komodo community
awareness and development officer will supervise one extension officer
and a team of village based community facilitators.

DUTIES:

? Lead a community-based education and awareness program in support of
Komodo National Park
? Develop strong relationships with the village leaders, and key
fishermen in Kampung Komodo, Rinca, Kerora, Misa, Seraya, Sape and
other villages bordering the Park.
? Recruitment of  a community-based team of facilitators to work with
YPAN, TNC and the park staff on I) park zonation and regulations, II)
the abatement of illegal, destructive fishing practices, and III)
introduction and integration of alternative livelihood programs with
the Park�s objectives
? Identify and establish partnerships with foundations such as Yayasan
Widuri and other relevant agencies who can assist with the
implementation of a community based awareness and development program
in Indonesia
? Assist with building a coalition/council for all local stakeholders
involved
? Help coordinate a community-based micro-enterprise development
program in cooperation with the villages in and around Komodo, with an
emphasis on pelagic fisheries, mariculture and eco-tourism
? Coordinate an awareness campaign and share responsibility for the
recruitment and management of consultants which will be providing
essential expertise or training assistance
? Assist with fundraising, field trips progress reports, and other
projects as needed

ENTRANCE REQUIREMENTS

1) A graduate degree in socio-economics, marine science, fisheries,
anthropology, or in another relevant field with a least 3 years of
successful field experience in Indonesia
2) Experience with strategic planning of community awareness and
development programs
3) Excellent communication and mediating skills
4) Proven ability to manage a team of extension workers/facilitators
5) Experience with community organizing and building village
constituency in fishing communities
6) Proven ability to work well with non-government organizations,
community groups and government officials
7) An understanding and familiarity with the government structure,
programs and policies related to marine environmental issues in
Indonesia
8) Experience with the implementation of participatory rural
appraisals and training programs for fishing communities
9) Preferably experience with the management of small community-based
small-scale enterprise funds
10) Good verbal and writing skills in Indonesia and English
11) Personal computer skills required (at least Microsoft Word)
12) Willingness and ability to travel frequently and on short notice
13) Commitment to the conservation of biological diversity and the
goals and objectives of YPAN
