I just experienced a similar problem where my 28-135 IS started working
erratically.  This all happened after dropping the lens twice from waist
height directly onto either a rock out in the desert (which meant that the
lens then rolled onto sand) or concrete.  Beside the erratic IS problem, the
lens kept working fine.  To me that's not exactly a fragile lens... I mean
these are precision optics for cring out loud, not MILSPEC weapons...(For
those outside the USA, MILSPEC stands for MILitary SPECification and is meant
to imply that the item is rugged enough for use by the military under harsh
conditions such as combat)...

BTW, I sent the lens to Canon in Irvine, California and it just came back.
Since the lens had a couple of pretty decent sized scuff marks and a cracked
zooming ring, I though that Canon would not repair the lens under warranty due
to abuse.  However, Canon replaced the zooming ring, fixed the IS, realigned
and cleaned all of the optics (I had some internal dust that is now gone), and
did it all for nothing... they even cleaned the B+W UV filter on the lens! 
Needless to say, I was happy with the service and the lens looks and works
great.
