John, all of the newer consumer lenses (non-L's) that I have owned, did not 
have a date code.  I believe that you are looking at the serial number.  Of 
the lenses that I own or have owned, only the "L" lenses and the older 
non-L's have had a date code.  For example, My 28-135IS has no date code, 
but my 50/1.8MKI has a code.  The code should typically look like this: 
UB07800.  Using the link below supplied by Gary, you can see that this is 
lens was made at the Utsunomiya plant on 7/1987.

I've not seen all Canon lenses, but it seems to me that the newer consumer 
lenses will not have a date code.
