Ken,

In the words of an unnamed Canon rep,  "what do you need USM focussing
for when shooting macro?"

I have the earlier, 100mm non USM macro, and I have never felt the need
to 'upgrade' to the 100mm USM macro lens.  In fact I find myself using
manual focus as much as, if not more, than the auto focus feature. 
Since I have the 28-105 I don't usually use the macro for anything but
macro.

I don't know too much about the 28-90 but you might consider the 28-105
too.
