The 1N also shifts in full stops only in P(rogram) mode. When I found
this out, I was annoyed at first. But, thinking about it, it seems to
make sense to me. 
Ask yourself: When will I use P mode? 
My answer was: When the actual aperture and shutter speed settings aren't 
really important.
Next question: Why would I use program shift then?
My answer: When I feel, the automatic setting is too far off of what I'd
do manually. E.g. the shutter speed unnecessarily slow (or fast) or the DOF 
unnecessarily shallow (or large).
Next question: To correct this, do I need 1/3 stop accuracy?
My answer: No, not really.

Now, why did they (Canon) not couple it with the increment settings for
the other modes? My guess is, because it is undesirable in many cases.
I want that shift to be FAST. Shifting in 1/3 stops from 1/1000 to 1/125 
is NOT fast. In full stops it's just three clicks of the dial. Program mode
is made for fast and easy shooting in uncritical situations, if you have to
select apertures and shutter speeds in 1/3 stops, you're in the wrong mode
when using 'P'.

The other solution would have been a separate increment for program shift.
Another setting to care about that needs to be set somehow (Another button 
combo needed). Then again, why further complicate the user interface for a 
setting that is not really needed?
