Correct, because in Av and Tv mode the camera measure
the ambient light and sets the shutter speed/aperture
accordingly. So you should use Av and Tv only when you
need some fill-in flash or when the camera is on a
tripod. In any case, M mode gives you more freedom.

You said that in Tv mode and 1/30s you got f/4. This
is the measurement for the ambient light. Your flash
meter reads almost (considering you are using a flash)
the same as your camera. So my guess is that your
flash meter does not work correctly (trigger
problems?). Does it work with your old flash? If not
then it probably is the flash meter. Otherwise it must
be something with the new flash or camera (cable
sync).
