No. Graduated ND filters are used to control the brightness of a scene when the
range between the dark and light areas exceeds the contrast capacity of the film.
The effect seen when using a polarizer with a wide-angle lens will remain even if
you add a graduated neutral-density filter. The effect of "uneven"  polarization
is not something you can see with your naked eye, but only through a polarizing
filter.
