Yes, It's a "normal" use of flash.  However, FP flash takes place at
incidental light exposures where flash is not essential for the taking
of the picture.  The manual is probably attempting to advise the less
than thoroughly experienced that even when a flash is not necessary FP
flash can add, among other things, a catchlight.
