Actually, I see two possible explanations:

1) The 0.13 magnification of the zoom is for the 35mm setting.
2) They have a very different optical design. If the distance between 
the nodal points is different, the focusing distance will also differ at 
the same magnification (by the same amount)

I think explanation 1 is more likeiy, although 2 is probably true as 
well. But the difference is likely not nearly enough to explain it all 
alone.
