Boy, it's been a long time, but I think I remember
this.  In M (manual) exposure mode, rotating the main
dial adjusts shutter speeds by itself, or apertures
with the M button pressed.

The OP is telling you that to match the metered
exposure you need to OPen the lens aperture, and CL
means you need to CLose the aperture.  oo means the
exposure you've set manually matches the camera
recommended exposure.
