Hi Dan,
1) Try your experiment without any lens mounted on your
camera.
2) First, try using ISO=6 and ISO=6400. You ought to
be able to see a difference.
3) Are you sure you are dialling in Flash Exposure
Compensation (FEC) and not ambient Exposure Compensation?
[ISO indexing should over any confusion]
