In wich situations did you see no difference? Did you look at the negatives
or at the photos? Or did you just looked into the flash? :-)

The regulation of flash-power is always with the time value. The flash
starts with building up to full power, stays at that level until the power
is cut off. 
When the camera has measured  enough light, the power is cut-off
(TTL). So the amount of light is power * time. This is also how the green
light-conformation works: if there is still power left, because not all the
available power has been used, the green light (still) lits up.

If you just looked into the flash when you where playing with your camera,
this also explains why you didn't see any difference. The time-difference
isn't something you can see by your naked eye, but in case there is a huge
difference (f2 compared to f22), you can 'see' that with a very low needed
amount of light, the flash has no time to come to full-power before it is
been cut-off.
