Sad story, but he's very wrong to think these scams are unique to Romania.
I've had friends scammed by "sellers" right here in the good ol' U.S. of A.
What often happens is the scammer scans bids on Ebay and then privately
emails the bidder, offering the same item for less than the going auction
rate. Bidder foolishly thinks he can save a few bucks, but of course there
is no "item"...goodbye cash :(
