The following is from an email a few years old from CPS, but it's text  is
almost identical to the photocopied sheet I received from Canon when they
upgraded my eos-3

Start of text:

Custom Function 19:   The ultra Telephoto L sieris EF lenses, lauched in
early July 1999 have a new function called "AF STOP" with four "AF Stop"
button on the lens.  The eos-3 can use these AF Stop buttons for other
functions by setting CF19.

CF 19- 0 (default mode): Pressing the AF stop button will stop the AF drive
at any time.  Caustion: NONE

CF 19- 1: Pressing the AF stop button will activate AF. Caustion NONE

CF 19- 2: Pressing the AF stop button will activate AE lock. (you activate
AF the normal way using the shutter button or <*> button if you're using CF
4-1).

CF 19-3: Pressing the AF stop button will change focusing point selection
method in either two ways:
                Function 1 -  SWITCHING TO MANUAL OR AUTO POINT SELECTION
                Function 2 - SWITCHING TO MANUAL OR AUTO SELECTION WITH
EYE-CONTROL

Cautionary note:-  WHEN TURNING ON THE AF STOP BUTTON
WHILE AI SERVO AF IS WORKING; for Function 1, if focusing point selection is
switched from Manual to Auto Point selection, the focusing point selected
just before, will be the center for the auto selection.
For function 2; if focusing point selection is switched from Eye-control
Manual to Auto, the center focusing point will be the center for the auto
selection.
Also note that CF 19-3 cannot be used together with DEP (Dept-of Field AE),
as the metering may be done incorrectly.


CF 19-4: Pressing the lens barrel AF stop button will toggle between One
shot AF and AI Servo AF.

Cautionary note:- If AF mode is switched from One-shot to AI Servo by
turning AF Stop button ON while an eye-control selected focusing point is
illuminating (with half-way pressed shutter button), the camera re-detects
the user's gaze;  therefore to select the same focusing point in AI Servo
mode, the AF mode change must be done while you are gazing the focusing
point selected in One-Shot mode. This is also required for changing AF mode
from One-Shot to AI Servo by turning AF Stop button OFF.

If AF mode is changed to One-Shot during continuous shooting (by turning ON
or OFF AF Stop button), after that shutter button is pressed completely
(SW2) to release and then is held halfway (SW1),  AF works in One-Shot mode;
therefore; the main subject will be out-of-focus unless the manually
selected focusing point is on it.

FOR THE 1V...

It has CF19-5:   If the lens' IS switch already ON, the image stabilizer
operates only while you press the button

so in answer to your question about the button starting the IS, only if you
have a 1v

as to MLU,    The 3 or 1v will not engage IS with CF12-1 enabled.  and
CF19-5 being set for the 1v does not counter this.
