In general, camera shake is more apparent--more of a problem--the greater the
magnification (longer the focal length). The slower the shutter speed, the
greater the effect of camera shake; the effect is not less at 1/4 sec. than at
1/15 sec.! I believe what you're thinking of here is mirror "slap"--vibrations
caused by the actuation of the mirror when the shutter button is pressed. For
reasons I would need to research to explain, these vibrations are more of a
problem at the shutter speeds you mention than at faster or slower speeds. As
far as I know, the effects of mirror slap are not reduced by IS.
