Hi casper,
The rule does indeed hold true. I have regularly used
a 17mm lens at 1/15 without shake being apparent in
the resultant image, and even gotten some useful
images at 1/8 or slower (but also a reasonable % of
failures too).
As Craig pointed out camera shake simply gets worse
the slower the shutter speed. But then I guess that's
what tripods are for ;-)
On the general subject of IS on wide angles, if Canon
states that the IS on the 28-135 has less effect (1.5
stops) on the 28mm end than on the 135mm end (2 stops)
one can extrapolate that at 17mm it will have even
less effect (maybe 1 stop or perhaps even less?).
Maybe this is a reason that it will be a long time
before the wide and ultra wide Canon lenses will have
IS?
Another downside is that the increase in the number of
elements (apart from the potential image degratation
as already discussed) must make the lens physically
larger. Maybe not on an already large tele lens, but
on something like the 35mm f2 (a great compact lens)
there would have to be a significant % increase in
size and weight. Its compact size and light weight is
one of its advantages (just like the 28/2.8 and 24 2.8
and even the very plastic 50 1.8 II). A change to
include USM would be welcome though (at least by me,
but I must admit I probably wouldn't sell my existing
one just for that!).
