With the Elan IIE there is no mode that will pop up the flash, if it
is too bright, without you telling it to. However, there are several
modes that will let you put the flash up, and then will supply fill
flash as needed, in a pretty accurate manner. And the flash will
continue to fire as long as it is raised, which is what I suspect you
are interested in, right? (And I guess if you used a third party flash
and it were on, you would not have to do anything further, the camera
would see the flash and use it for fill.)
This is an oversimplification, there are several good FAQ's, one by
Chuck Westfall, on Canon EOS fill-flash. (A lot of photogs leave the
flash on all the time, period. I leave mine up most of the time, if it
is bright the fill-flash will be barely noticeable.)
