I suspect you were in evaluative mode, right? In this
metering mode, the camera tries to evaluate the image
brightness by comparing all sensors and absolute EV.
I certainly wouldn't expect sunny 16 to work in this
case. Try spot metering and/or center weighted and
see what happens.
Even with that though, sunny 16 is just a rough guide.
The actual light level varies depending on what part
of the sky you're pointing at, time of day, etc. 1/2
stop is pretty darn close.
