I own a Velbon rail, and it's a nicely made machine. It has a standard cork-faced camera mount with a 1/4"-20 screw mount, Velbon-style with the inner and outer knob, ( which I'm not that crazy about.) I don't know if you could use your RRS plates on it, it would depend on if RRS makes an adapter. It fine adjusts well enough, although the forward-back locking knob is a bit awkwardly placed for my large fingers. It's perfectly usable, but slightly annoying.
