Perhaps an escrow service would be the prudent practice here, at least you
will have a set amount of time (usually 2 business days) after you received
the item to see if it is what you expected to be while an impartial third
party (the escrow service) holds on to your money.

There's also the duty/tax etc. aspect as you have identified yourself that
need to be factored in, that's why I have yet to purchase anything mail
order yet, all my gear are purchased at local stores to ensure they can
survive which will come in handy if I need something quick at the last
minute.
