This is a virus hoax, it has come back again and again in the past year,
propagated by the hype of virus and how they can mysteriously infect
systems.

If in doubt, go to the website of an Anti Virus Software company, you will
find definitive answers before mucking up your system badly by deleting
files.

By the way, the file mentioned to be deleted deals with long file names.
