That's where TTL/E-TTL/A-TTL flash comes in. The flash pumps in enough 
light to expose the scene properly. If the aperture doesn't blink, it
indicates that proper exposure is possible even without a flash.

Absolutely. I do it all the time. For indoor shooting, I use M mode,
T=1/60 to 1/200s depending on the lens used, and A=f/4.5-8, and E-TTL
flash.
