Which EOS camera 'r you using?  I have the same set of tubes and I don't find any 
exposure problem with my 50E or 30 (ELAN 7E) for 'normal' setups. I even
have the 25mm that is sold appart and few times I've used 20+25+36 mm extension with 
good exposure results (composition is something else :-)

You may find troubles with E-TTL though.

Underexposure could have been caused by a white/light subject instead. At close 
ranges, there 18% average scene is just a fairy tale. You have to take
subject tonality into account and compensate accordingly.

Which lens where you using (just for the sake of curiosity)...?
