I've never owned the Sigma, so I can't speak to that.
I do own the Canon 20mm and when I was making the
decision between zoom and 20mm prime, I went with the
prime and haven't regretted it since, even though I
have strong preference for zooms.

In my opinion, this issue gets magnified on the list.
I bought a used 28-135 IS and have never had a
problem.  There are scratchy noises sometimes when the
IS is engaged, there is zoom creep when the lens is
pointed downward, and the viewfinder does jerk at
times when panning.  The IS is not nearly as silent as
on the big glass 300,400 etc... but it is still IS and
the lens is quite sharp enough for the kind of needs I
have. I had a 28-70L but I sold that off because the
trade-off in sharpness and f/2.8 wasn't enough for me
to abandon my IS.  Plus, for the price of the L zoom I
could replace my IS zoom several times.

Yes and yes.  I buy the most expensive multi-coated
filters I can afford, with the intention of taking it
off when I take the photo.  However, real world
shooting means that I only get the filter off about
less than 1/3 the time. So despite all the arguments,
I keep the filter on because I know how clumsy I am.
