I have both the 28-135IS and the 100-400IS.  I previously owned the 75-300IS.  My 
observation is that the 28-135 is definitely noisier than either of the other lenses.  

Bear in mind that they all make some noise, which you will get attuned to after you 
use them for awhile.  At its quietest, however, the IS noise is barely perceptible, 
and almost impossible to hear in even a moderately noisy environment.

What I notice is that with the 28-135, there can sometimes be a noticable 'grinding' 
noise.  Often this will manifest itself  if you move the lens much after IS is 
engaged.  As long as the you see the image 'stabilize' despite the noise, I'm not sure 
that there's anything you need to be concerned about.

On the other hand, I have had problems with IS on my 28-135, as have others on the 
list, and it is now in for its second repair by Canon.  The problem manifests itself 
as the IS engages, with the grinding noise, and actually vibrates the lens instead of 
stabilizing it, no matter how long you wait.  Sometimes this is triggered by even 
minimal lens movement, and sometimes it occurs as soon as IS is engaged.  It is very 
sporadic.  If your lens is exhibiting this problem, the effects will be obvious 
through the viewfinder.

Yesterday I got myself a new 28-135mm IS lens that I have been waiting 
for a while now. This was my third new lens in two weeks others being a 
second hand 50mm 1.4 USM and a 17-35mm 2.8L USM (my first L-glass). I 
quickly attached it to my camera to test it out and was really freaked 
out when I first heard the noise it made. First I thought that the USM 
motor was broken given the noise but then realised it must be the IS 
working (this is my first IS lens), specially when this happened only 
when pressing the button half way down. Anyone else caught by suprise 
with the IS?
