Both are pretty crappy.

Hard to say. I'd suggest to stick to 800 ASA, where the 
D30 really excels.

The noise produced by the D30 looks very much like 
natural film rain.

For several reasons I'd suggest the D60.

White balance is a major feature for that, and fast
lenses are highly recommnded, as the D30/D60 have no
AF working under these situations.
