Yes, that means April 1999 (N=1999; 04=April). According to a previous discussion on this list (back in September 1999), EOS 3 bodies with a code later than ON0308 (meaning March 1999) do not have the much-discussed underexposure problem (in other words, they have the more recent firmware that fixes this problem). >I guess I run into the well known underexposure issue inherent into early >batches of EOS-3 bodies. Not necessarily. My EOS 3 bodies were underexposing, but were manufactured more recently than April 1999. I sent them to Canon, who adjusted the meters (and, as far as I know, did not reload the firmware). So your camera might just need to be recalibrated.
